I need to keep sending limit command in order to work properly

like, every few minutes the bandwidth speed is coming back to normal(or half an normal) and i have to send limit command again so it works properly again(every 10-15minutes aprox).

Any ideas how to fix it? Or keep sending it automatically(so i dont need to do this manually)?
