Update Table of Penalties for clarity and readability

As per earlier's support meeting, I started creating a draft for the penalties table, and instead I completed the new version by rephrasing, condensing and generally improving on the original version.
Current proposed version (inside which you will find comments at the top, and all penalties %'s can be just plugged in case it is decided to update them) can be found at:

Review the proposed penalties table in the linked GitHub Gist and compare it with the current version in the Bisq wiki. Identify the existing table's location, apply the approved clarity and readability changes, and verify that the revised table preserves the intended penalty percentages.
