Add monitoring of arbitration cases

## Learning Goal
To be able to calculate arbitration demand for additional growth, we need to find out the amount of arbitration cases on a daily/monthly basis.

## Hypothesis
By monitoring arbitration cases we'll be able to ramp up arbitrators up-front or fix critical bugs to reduce arbitration efforts.

Arbitrators need to post number of arbitration cases per month
