[DESIGN] New Theme for Entire Web App

Description

Years ago when this project first started, I picked a basic Bootstrap theme to implement so that the prototype could be spun up quickly & without hassle.

Now that this project is maturing, it needs a designer (or someone with a good sense of website / web app aesthetics) to thoughtfully construct a design system that we can use throughout the entire app.

**Design Components**
- Attorney Cards (#9) - unassigned
- Attorney Profile (#104) - currently assigned to @prajeshkumarg
- Current Prosecutors (#151) - unassigned
- Main Filter (#128) - multiple

This theme overhaul would include new colors, fonts, & layouts. It can be a one-person job, or multiple assignees working collaboratively in something like Figma to design together in real-time.

If you're interested, please leave a note & I'll send you an invite to the group's Figma file so you can design with us in real-time.

**Instructions to Submit Your Design For Hacktoberfest**
1.) Export your design by clicking on your artboard (will be bold in the left sidebar), then going to the right sidebar at the bottom where it says "Export." Export as a .png.
2.) Go to the main repo & click "Add file > Upload files":

3.) It will ask you to submit a pull request. You can reference this issue & I will merge your work to the main branch.
