Add idle off timer for lights

Suggestion: Add a timer option so that the Panda Status turns off after a set amount of time.

Bonus: If Panda Touch Compatibility is added, have a setting to allow the status to turn off once the screen shuts off to mimic H2D functionality:

Start by locating how Panda Status currently controls the lights and where its settings are defined. Check whether Panda Touch compatibility already exists, then define the configurable idle timeout and the screen-off behavior described in the issue. Done means the status turns off after the selected interval, with the optional screen-off behavior working when supported.
