Condition for shutdown without Panda Touch

Why is it not possible to set power consumption in addition to the timer via the web interface without Panda Touch?

Without condition it is only a timer what any 5 euro socket from the DIY store can do ☹️.
Somehow the PWR is useless without panda touch.
