[Issue] Screen brightness not remembered after power cycle

As above, setting the brightness to it's lowest (my preferred setting) does not get remembered about power cycle.

The brightness slider stay at the same setting but the screen is brighter than previous setting.

No file, test, or entry point is identified in the issue. First reproduce the brightness behavior across a power cycle and trace where the slider value is read and persisted; done means the lowest brightness setting is restored after restarting the device.
