[Feature Request] Support base tag

Paths in htmx attributes should respect `` [tag](https://developer.mozilla.org/en-US/docs/Web/HTML/Element/base) similar to how native src and href tags work.
This should resolve [another issue](https://github.com/bigskysoftware/htmx/issues/2106) as well as [SO question](https://stackoverflow.com/questions/69456875/how-to-configure-base-url-for-all-requests-using-htmx)
