### Bug description
I have had a persistent issue where the Herd dumps window constantly runs on top of all windows, which is proving to be a thundering nuisance during development. I tried to set it to not run at top -- and its not even enabled. I try to disable any monitoring and I end up with a NodeJS error that follows
And my application inserts herd, so having it disabled causes the application to fail (I can always remove that), but I really want to make this window respect not being On Top and taking precedence over all my windows when it intercepts anything.
