### Bug description

I have had a persistent issue where the Herd dumps window constantly runs on top of all windows, which is proving to be a thundering nuisance during development. I tried to set it to not run at top -- and its not even enabled. I try to disable any monitoring and I end up with a NodeJS error that follows

And my application inserts herd, so having it disabled causes the application to fail (I can always remove that), but I really want to make this window respect not being On Top and taking precedence over all my windows when it intercepts anything.

### Steps to reproduce

_No response_

### Relevant log output

Research direction

No files, tests, or reproduction steps are named. Start by reproducing the issue on Windows 11 with Herd 1.28.0 and inspect the reported NodeJS error; the work is done when monitoring can be disabled without the application failing and the dumps window respects the disabled always-on-top setting.
