[Bug]: Herd Window is hard to move

### Bug description

Bit of a usability issue, not really a bug: the Herd Dumps window is hard to move around. The only part that is draggable to move the window around is the icon and the area between the search bar.

I would like to see more "draggable" areas. I am not sure what parts, if even possible. I can imagine the window can be made draggable via the background image, maybe the tabs (All, Dumps, Quaries, etc).

### Steps to reproduce

- Open de Herd Dumps window.
- Try to move it using the titlebar.
- Notice the small area where this is only possible.

Reproduce the issue on Windows with Herd 1.28.0 by opening the Herd Dumps window and trying to drag it from different areas. Inspect the desktop window and title-bar implementation to identify which regions accept dragging; done means the window can be moved from more usable areas without disrupting the search bar, tabs, or other controls.
