### Bug description

In Common Issues->Restarting Herd

it says
"In some rare scenarios, Herd doesn’t start after it has been quit previously"

On my system it does that 100% of the time.

As per advice given, there is a Herd task with three subtasks that needs to be Ended first.

Start Herd
Exit Herd
Try and restart Herd
Observe lingering Herd tasks (attached)
