[Bug]: Running herd init on legacy codebase sometimes fails

### Bug description

If you herd init the first time locking a version of a service (for example Redis) and later that version of the service is no longer available for download by Herd, it issues a problem instead of asking the user to update the version number or offering to update the version number itself. The user is confused because it doesn't understand why the service doesn't start.
