Massive fontconfig load time, font errors in infolog

Got report of unreasonably long boot-up time for the engine. Here's an infolog

tl;dr:
* nothing font-related in springsettings
* starts loading normally, a bunch of logs at 00:00 timestamp
* starts loading fontconfig, still at 00:00
* then there's 100+ logs of fontconfig errors
* another log from fontconfig with ostensibly a timestamp of 00:00
* hang watchdog shows up at 00:30 (but doesn't do anything)
* more fontconfig lines at 00:39
* `[t=00:00:39.124359] [~ScopedOnceTimer][InitFontconfig::FontConfigInit (version 2.12.6)] 38563ms`

The system is apparently a default Fedora install, if more info is useful I can ask.
