Inconsistent Category Tags

In the Petitions Tab, it only shows "Healthcare" and "local"

But when you click on it, there's a lot of category tags showing

Start by reproducing the mismatch in the Petitions Tab: compare the category tags shown in the tab with those shown after opening it. Trace the relevant frontend entry point and determine which list should be consistent. Done means the same complete set of category tags is displayed in both views.
