File filter setting backs to default after clicking a file in file tree

Description
## Steps to reproduce
1. View PR files
2. Uncheck all file types in file filter.
After this step, changes will fold up.
3. Click any file in file tree.
## Observation
Page reloads, all file types in file filter checked, file changes expand out.
## Expectation
1. Clicking a file in file tree does not cause reload
2. File filter setting is reserverd.
3. Clicking a file in the tree make that file changes expand out.
