Q: textpic - Rationale for header only above text

This is just a question:
What ist the rationale behind the fact that the header for a textpic content element is just above the text part and not extending above the image part.

Text **and** Image are a composite content element, therefore - to my opinion - the header should go across both parts of the element.

But there might be a rationale for **this** way.
