Make prioty to tracking in multiple device

Like, Using Vive Face Tracker and Quest Pro in same time, Both has face traking option. (with different functions)

I'd like to have functions that can set prioty of traking params to make quest pro and Vive Face Tracker in same time.

It would be an nice update can use tongue tracking and smoother lip traking with quest pro.

Review how Vive Face Tracker and Quest Pro tracking parameters are currently gathered and combined, starting from the device integration and parameter-priority entry points. Done should provide a defined way to use both devices simultaneously, selecting priorities per tracking parameter while preserving Quest Pro tongue tracking and smoother lip tracking.
