Weekly aggregation tweets

Would be nice if we had weekly recap tweets. Hottest stations, highest crime type, etc.. Maybe even as a nice info graphic so we could squeeze more info in.

The issue names no files, tests, or entry point; first map the repository’s Python scraping and public-posting flow and identify where weekly data could be aggregated. Before implementation, define the recap metrics, schedule, and whether an infographic is required; done means an agreed weekly recap is produced and published.
