Feature request: Whispering

It would be really great to have the ability to whisper to a specific player with a hotkey, like it’s done in TeamSpeak.

I think this could be an amazing addition for Game Masters, making it so much easier to quickly pass secret information or give subtle hints without interrupting the flow of the game.

No files, tests, or entry points are identified in the issue. Start by locating the existing hotkey handling and player audio paths; done means a Game Master can select a specific player and whisper to them with a hotkey without interrupting the game.
