TimeInput Web Cramped

### Describe the bug

From Web tab of https://toga.readthedocs.io/en/stable/reference/api/widgets/timeinput.html#toga.TimeInput, the PM is not fully displayed. Either fix the screenshot or the widget.

Goto https://toga.readthedocs.io/en/stable/reference/api/widgets/timeinput.html#toga.TimeInput select Web tab

### Expected behavior

Fully displayed PM on Web platform

### Environment

I didn't run this myself to reproduce, but the screenshot shows it's broken. Either we replace the screenshot or fix this widget.

Open the TimeInput documentation at the linked reference page and inspect the Web tab and its screenshot. Determine whether the cramped PM is only a documentation image problem or also affects the widget, then verify the displayed PM is fully visible in the Web platform.
