We'd like to see Rubicon at 100% branch coverage.

This is a placeholder. Any PR that improves coverage should reference this issue, but should not close it until 100% branch coverage is achieved.

A single PR to resolve all coverage is not necessary; it can be done in pieces. Any improvement will be accepted.

Start by reviewing Rubicon's generated branch-coverage report and the existing test suite to identify uncovered paths. Work on one coverage improvement at a time, and consider the issue complete only when the project reaches 100% branch coverage; individual improvements should reference this issue without closing it.
