Bugjar doesn't seem to load on Windows 7

And it just keeps repeating that.
Python 2.7.3, used "pip install bugjar".
I tried disabling firewall, etc.

Start by reproducing `bugjar myapp.py` on Windows 7 with Python 2.7.3 and `pip install bugjar`, then investigate the repeated Errno 10061 connection refusal. Done means Bugjar loads and establishes the expected client connection instead of looping.
