Add support for building Android apps on non-macOS ARM64 devices

### What is the problem or limitation you are having?

ARM64 devices are increasingly common for Linux and Windows; however, Briefcase cannot currently build an Android app on an ARM64 Linux or Windows device.

It should be possible to build and test an Android app on an ARM64 Linux (e.g., Raspberry Pi) or Windows (e.g., Surface) device.

This is entirely dependent on Google providing the underlying tools. At present, Google only provides Android Studio builds for x86-64 Linux and Windows; there is no ARM64 compatible build.

We cannot implement this feature until Google supports Linux and Windows ARM64 as a build and test platform.

No repository files, tests, or entry points are identified. First verify whether Google provides Android build and test tools for ARM64 Linux and Windows; the work is complete only when Briefcase can build and test Android apps on those platforms.
