### What is the problem or limitation you are having?

ARM64 devices are increasingly common for Linux and Windows; however, Briefcase cannot currently build an Android app on an ARM64 Linux or Windows device.

### Describe the solution you'd like

It should be possible to build and test an Android app on an ARM64 Linux (e.g., Raspberry Pi) or Windows (e.g., Surface) device.

### Describe alternatives you've considered

None.

### Additional context

This is entirely dependent on Google providing the underlying tools. At present, Google only provides Android Studio builds for x86-64 Linux and Windows; there is no ARM64 compatible build.

We cannot implement this feature until Google supports Linux and Windows ARM64 as a build and test platform.
