Policy Violation APIs Issue

## Description
Create and manage a set of Policy Violation APIs using the Strapi plugin. These APIs will handle policy violation data, enabling efficient retrieval, creation, updating, and deletion of violation records. Additionally, ensure proper handling of location-based queries and policy rules enforcement.
