## Description

/track currently allows tracking at an order level. However, in case of item-based fulfillments, 1 order can have multiple fulfillments (from same or different logistics providers) and each fulfillment may have a separate URL. Hence, it should be possible to track at the fulfillment level

## Goals

- To reproduce the issue by stress testing the protocol against multiple use cases
- Provide an assessment if the specification needs to be changed
- A specification update containing the necessary features if needed

## Expected Outcome

- A recommendation to update the spec to support tracking at fulfillment level
