TechLab: improper location for board/version

The BeagleBoard.org logo goes where "PocketBeagle TechLab A5" was placed.

We need a process to add the logo automatically to produce the production release outside of materials in the public repository, perhaps applied in a private CI step.

Also, the serial connector doesn't have the same look-and-feel with regards to the silkscreen.

Further, none of the anticipated notes were added to the silkscreen.

The reference designators were changed on existing parts, specifically C4 and C7.
