Unable to configure reports-dir in config file

I am trying to configure `reports-dir` in a config file, but I tried all possible variations of `reports dir` string and I cannot get c8 to respect my setting (it does respect other settings, so it is reading my config file). It always/still writes tmp files into `coverage` directory.
