- [ ] As a user, I want to submit credit applications (supplier), or analyze/recommend/issue them (government), so that I can satisfy the credit application process.

**Acceptance Criteria:**
- [ ] Given I am a supplier user, when I want to submit a CA, I can do so.
- [ ] Given I am a government analyst, when I want to validate/recommend/(return to supplier) a CA, I can do so.
- [ ] Given I am a government director, when I want to issue/reject/(return to analyst) a CA, I can do so.

- [ ] Actions/data retrieval functions to support the criteria above.
