ZEVA 2 - Change comment order so newest appears at the top

**Describe the task**
Right now, comments are shown in a way where the very first one is always at the top, and the latest one is all the way at the bottom. This makes it harder to quickly read through a case and see the most recent updates - especially when there are a lot of comments.
The request is to reverse the order, so that the newest comment always appears at the top, and earlier comments are shown below.

**Purpose**
To make it easier and faster for users to see the latest activity in a case without having to scroll all the way down.

**Acceptance Criteria**
- [x] Comments are sorted with the newest at the top and oldest at the bottom
- [x] This change is applied anywhere comments are displayed.
