ZEVA 2 - Keep filters applied when returning to ZEV Model Validation page

Description
**Describe the task**
When an analyst takes an action on a ZEV model (like Validate or Reject), the system correctly brings them back to the ZEV Models tab - but the filters they had previously applied (like “Submitted” status) are no longer active. Instead, they see the full unfiltered list of models, which can be very long.
This slows down their workflow, since they have to reapply filters every time they return to the page.
We want the system to keep those filters in place when the user comes back - whether it’s after an action or simply clicking Back from the model detail page. We discussed this during the Inception Meeting and agreed that filters should stay active as long as the user remains within the Models tab. If they move to a different section, then filters can reset.
**Purpose**
To make it easier and faster for analysts to go through submitted models without having to reapply filters each time.
**Acceptance Criteria**
- [ ] After any action (Validate, Reject, etc.), the user is returned to the ZEV Model Validation page with filters still applied.
- [ ] If the user clicks Back, the filters should also stay applied.
- [ ] Filters should reset if the user leaves the ZEV Models section
