ZEVA2 - Organizations

**Description:**
- [ ] As a government/supplier user, I want to be able to work with organizations the same way I could in zeva1, so that I can manage organizations.

**Purpose and benefit to user:**
This is a requirement.

**Acceptance Criteria:**

- [ ] Given I am a government/supplier user, when I am managing organizations, then I have the option to do the same things to them (create/read/update/delete) as an analogous user in zeva1.

**Development Checklist:**
- [ ] Update the organization model, related models/enums, and seed file, as necessary.
- [ ] Create data retrieval functions (data.ts) and data mutation functions (actions.ts) as necessary.
- [ ] Create supporting server/client components, as necessary.

**Notes:**
This is a catch-all card for the organizations module of zeva2; please feel free to break down into smaller cards. Also, if something in zeva1 doesn't make sense to you or seems unnecessary, please feel free to do anything you like in zeva2.
