Add comments to vehicles

This page supports how we handle vehicles in the system.

**Acceptance Criteria:**

- [x] Given I am a government user, when I navigate to the vehicle details page, I can make comments (or whatever the behaviour is in zeva1).
- [x] Given I am a supplier user, when I navigate to the vehicle details page, then I can make comments (or whatever the behaviour is in zeva1).
