ZEVA 2 - Credit Agreements IDIR and BCEID user styling

Describe the task
Update the Credit Agreement interface for internal users to match the approved Figma designs across the different Credit Agreement states.
This ticket introduces visual and layout changes only. The existing Credit Agreement workflow, functionality, permissions, and status transitions remain unchanged.

Purpose
Ensure the Credit Agreement experience for IDIR users follows the updated design and provides a consistent visual experience across all agreement states.

Acceptance Criteria

• All Credit Agreement states listed below must follow their corresponding Figma designs. This design update does not change existing Credit Agreement functionality, workflow, or business logic. It introduces the updated UI and corresponding status boards.
• New Credit Agreement / Before draft
• Draft
• Recommended
• Issued
• Returned
• Issued BCEID
• Starting from Draft status, the Credit Agreement must include an Audit History tab, consistent with the existing Audit History pattern used elsewhere in the system.
