Update the visual design of the Users tab within the Admin section.
Purpose
Improve the organization and readability for BCEID users.
Acceptance Criteria
- [ ] The Users Tab is restyled to match [approved mockup](https://www.figma.com/design/7Qgou3rxcHHk5qbmD9538x/ZEVA-2?node-id=3272-11538&t=xpdupCduTye12Tml-1)
- [ ] Existing Users information remains available on the tab
- [ ] Supplier Information are no longer displayed within this tab
- [ ] The page uses the approved layout, typography, spacing, components, structure.
