ZEVA 2 - Add Recommendation Summary Information Block to the Credit Application IDIR

**Describe the task**
Add an informational summary block at the bottom of the Credit Application page.
The block should display a summary of the recommendation outcome, including the number of eligible ZEV credits based on the eligible ZEVs supplied and registered.
The information block should display the following text:
Recommend issuance of [Eligible Credits] ZEV credits based on [Eligible ZEVs] supplied and registered.

**Purpose**
Provide users with a clear summary of the recommendation before they submit it and retain the same information afterward for reference.

**Acceptance Criteria**
- [ ] An informational summary block is displayed at the bottom of the Credit Application page.

- [ ] The information is displayed before the Recommend action is completed.

- [ ] The same information remains visible after the Credit Application has been recommended.

- [ ] The displayed value is populated dynamically based on the Credit Application data.
