ZEVA 2 - IDIR Credit Application - VIN Error Warning Code Legend

**Describe the task**
When IDIR users are validating VIN submissions during a credit application, the system displays warning codes in the VIN validation table under the "Warnings" column. These numeric warning codes currently have no legend.

ZEVA 1 currently displays warning code definitions in the system for IDIR users.

**Purpose**
IDIR users need to understand the meaning of the warning codes so they can use them effectively in their workflow.

**Acceptance Criteria**
- [x] The IDIR side "Validated Records" page of the Credit Application review process, should use a dropdown component from the Design System Components to display definitions for each of the Warning codes (or alternative optimal option as determined by lead-dev/UX specialist)
- [x] Each potential warning code should have a definition in the dropdown/filter options.

**Additional context**
- View ZEVA 1 for an example of the dropdown menu.
- Ideally this could function as an element of the filter options within the header of the VIN Validation table (This is the IDIR side table that is reached when users start the 'view validated records" process of the Credit Application review.
- If the warning code legend can not be included in filter/search option for the "Warnings" Column in the VIN Validation table header, then it should be added as a separate table or dropdown menu on that page that IDIR users can reference to see the definitions of each of the warning code options.
