ZEVA 2 - BCeID Site Wide legal disclaimer.

**Describe the task**
BCeID users should see a legal disclaimer text displayed across the site that is similar to that seen in ZEVA 1 but uses the updated ZEVA 2 Design System Components.

**Purpose**
The reason why this task is needed and/or what value it adds.

**Acceptance Criteria**
- [ ] A text box should contain the following: "This information does not replace or constitute legal advice. Users are responsible for ensuring compliance with the _Zero-Emission Vehicles Act_ and _Regulations_."
- [ ] This text box should be displayed at the bottom of the site, across the entire site in a similar manner to ZEVA 1.
- [ ] Standardized Design System components should be used for this where they exist.
