ZEVA 2 - Credit Application BCEID user interface

**Describe the task**
Following alignment with BA, the updated design should follow the new Figma designs and state based layouts.

**Purpose**
To provide users with a clearer and more structured CA process with improved ux.

Create new file uploaded application page
