ZEVA 2 - Date Application on Draft Objects

**Describe the Bug**
When an object is drafted in the system (CA, ZEV Model, etc) it appears that a date is not applied to this object. This was noticed in dashboard as draft objects have no date associated with them.

**Expected Behaviour**
When a draft object is saved (but still not submitted) in the ZEVA system, the date should be applied upon being saved.

**Actual Behaviour**
When a user creates a draft object (CA, ZEV Model, etc) and saves its but does not submit, no date is applied. THis can be viewed in the newly implemented BCeID user dashboard. All draft items are shown with an "unknown" date.

**Implications**
Not having a date applied to saved draft objects makes it harder to users to track time since creation, and reduces the usability of the dashboard,

**Steps To Reproduce**
Steps to reproduce the behaviour:
BCeID User:
1. Go to create "ZEV Model"
2. Click on 'Create a Vehicle'
3. Fill in required information
4. Scroll down to and click on 'Save'
5. View item on Dashboard on "Home" tab of site.
6. See error

This error appears to apply for all draft items, not just ZEV Model"

Reproduce the issue through the BCeID User dashboard: create a ZEV Model using “Create a Vehicle,” save it without submitting, and check the Home tab. Compare the saved draft with submitted objects and confirm whether the same behavior occurs for other draft items such as CA. Done means saved drafts display their creation date instead of “unknown” on the dashboard.
