ZEVA 2 - MYR BCEID User - Design & Flow updates

**Describe the task**
Following alignment with business stakeholders and dev team, MYR module flow for BCEID user have been updated.
All screens, layouts and interactions should follow the[ Figma design](https://www.figma.com/design/7Qgou3rxcHHk5qbmD9538x/ZEVA-2?node-id=2109-33583&t=d2UQSouSOqTyBmT7-1) provided.

**Purpose**
To provide a clear and intuitive reporting process for BCEID users without introducing major backend changes.

**Acceptance Criteria**

- [x] MYR module includes two tabs: Model Year Report and Audit History
- [x] Audit History tab must follow the existing system pattern used for audit history views
- [ ] Use of existing design system components where applicable
- [x] If table contains more then 8 rows - pagination must be implemented
