This page supports how we handle vehicles in the system.

**Acceptance Criteria:**

- [ ] Given I am a government user, when I navigate to the vehicle details page, I can view vehicle details/history/comments/files
- [ ] Given I am a supplier user, when I navigate to the vehicle details page, then I can view vehicle details/history/comments/files

**Development Checklist:**
- [ ] Implement server-side function/components (e.g. retrieval functions in a data.ts file, the page component, etc.)
