ZEVA 2 - Comment History display order change

**Wireframe:**

**Purpose and benefit to user:**
To better support the work flow of IDIR users, changing the comment history order from its current oldest to newest, to newest to oldest, will give subsequent IDIR users in a workflow the ability to more easily digest comment histories.

**Acceptance Criteria:**

- [x] Given I am a user, When I am adding and/or reading comments to an item in ZEVA 2, then the comments are displayed newest to oldest

**Development Checklist:**
- [x] Change the display order of comment history across the site for all users.
