ZEVA 2 - Align the Administration - User Management (Create/Edit User) page with the approved wireframe.

**Describe the task**
Updating the header structure, page layout, and input field styling.

**Purpose**

**Acceptance Criteria**
Header: Replace current title structure with:
- [ ] New Government User when creating a new IDIR user and New User for new BCEID user
- [x] Government User Management when editing an existing IDIR user and User Management for BCEID user
- [x] Header should be positioned above the form, not inside the form container

Layout: Page should follow the wireframe:
- [x] Content spans full width with standard page margins
- [x] No grey or card-style container around the main form
- [x] Form sections (e.g., Account, Status, Roles) remain visually grouped but not enclosed in a page-level container

Input fields
- [ ] All inputs use the standard Design System input component
- [x] Fields appear in default (active) state
- [x] Inputs should have a white background and not appear disabled
