ZEVA2 - dashboard

Partially implement the dashboard page in a manner analogous to ZEVA's dashboard. Specifically, implement the "Welcome" and "We want to hear from you" components on the LHS of the page.

The "Latest Activity" section should show a loading skeleton, and should be prepared to receive streaming responses once the corresponding data models and data access methods are set up.
