ZEVA 2 - Display Version Number across site UI

**Describe the task**
The version number needs to be displayed in the UI of ZEVA 2. It should be displayed and function in the same manner as ZEVA 1.

**Purpose**
The version number is required for managing the releases of ZEVA 2. It also clarifies to the IDIR users when the system has been updated.

**Acceptance Criteria**
- [ ] Version number is displayed across the ZEVA 2 site in the same manner as ZEVA 1.
- [ ] Version number acts as a clickable link that takes the user to the Github release history for ZEVA 2
