ZEVA 2: Compliance Calculator - visual update +filtering logic

**Describe the task**
Implement the updated visual style of the Compliance calculator based on the new Figma design. Apply new logic related to Model Year selection as requested by BA.
This includes:
1. Updating UI elements (dropdowns, inputs, tables. panels, spacing, typography) to match the After design
2. Applying logic so that when a supplier selects a Model Year, the calculator displays only the models validated for the same model year
3. Filtering for table
4. Keep calculation horizon at 3 years, with no changes

**Purpose**
To update the Compliance Calculator so that it aligns with approved design direction and accurately reflects validated model options based on selected model year.

**Acceptance Criteria**
Visual updates
- [x] All UI components match the updated [Figma design ](https://www.figma.com/design/7Qgou3rxcHHk5qbmD9538x/ZEVA-2?node-id=1273-5903&t=fBQDnpXzSzBHINaZ-1)
- [x] All components use Design tokens where applicable

Model year logic
- [x] When model year is selected, only validated models for that same year are displayed
- [x] No models from outside the chosen Model Year appear

Calculator Horizon
- [x] Calculator displaying for 3 years out
