ZEVA 2 Admin page: Confirmation pop-up for role change

**Describe the task**
Multiple users noted that changing a user's role is currently too easy and can happen unintentionally. While the risk of accidental changes is not very high, the fact that several users reported it makes it a valid issue to address.
To solve this:
1. Changing a role will now trigger a confirmation pop-up before applying
2. Role descriptions will be improved and displayed below role name (instead of tooltips) to make the selection process clearer and more accessible.
3. Save button limited to user profile info
Scope applies to both BCEID and IDIR users.
**Purpose**
Enhance UX by preventing unintended role changes and making role descriptions more visible and understandable

**Acceptance Criteria**
- [ ] A confirmation pop up appears when changing a user's role

- [ ] Role updates are applied only after confirmation; they no longer depend on the Save button
- [ ] The save button only applies to user info (name, last name,etc)
- [ ] Role descriptions are shown below the role name

- [ ] Pop up and role format is consistent across IDIR and BCEID user interfaces
