Description

**Problem Description**
ZEVA IDIR users require access to reliable, VIN-decoded ICBC registration data to support compliance activities. Currently, ZEVA uses its own ICBC data upload process, which lacks VIN decoding and is updated less frequently. This can lead to inconsistencies when comparing data submitted by regulated parties.

CTHUB, in contrast, is being designed to receive monthly ICBC data updates, which are VIN-decoded and stored in a historical database. However, ZEVA and CTHUB are not currently integrated, and ZEVA cannot access this enriched dataset.

**Solution Needs**
- Determine if ZEVA can programmatically access the VIN-decoded ICBC data stored in CTHUB.
- Assess whether the CTHUB data can be presented in a format that aligns with ZEVA’s existing workflows and data structures.
- Identify any architectural, security, or data governance considerations that may impact integration.

**Timebox**
- This spike is timeboxed to **2** days of developer effort.

**Outcome**
- Document findings regarding feasibility, technical approach, and any constraints.
- If feasible, outline a recommended integration strategy.
- If not feasible, identify blockers and propose alternative approaches or next steps.
