Add the agreement details view with the editing function.
This is a part of issue #93.
**Acceptance Criteria**
- [ ] User can view the details of saved agreements
- [ ] User can edit the saved agreement (in "draft" stage)
- [ ] User can submit the agreement to the director for approval
