ZEVA2 - MYRs and Assessments

**Description:**
- [ ] As a supplier user, I want to be able to submit MYRs so that I can comply with the legislation.
- [ ] As a government user, I want to be able to issue assessments so that I can comply with the legislation.

**Purpose and benefit to user:**
This is a requirement.

**Acceptance Criteria:**

- [ ] Given I am a supplier user, when I am wanting to submit a MYR, then I am able to do so.
- [ ] Given I am a government user, when I am wanting to issue an assessment upon receipt of a MYR, then I am able to do so.

**Development Checklist:**
- [ ] A supplier user can submit their supply figure and download a spreadsheet containing all their MYR information; they can then fill out their sales forecast information and submit the spreadsheet.
- [ ] A government user can then download a spreadsheet containing all the assessment information and add section 21 adjustments; upon upload and issuance of the assessment, reductions and new balances are recorded.
